Kreu i Prokurorisë së Posaçme, SPAK, Altin Dumani, u përball me rreth 100 pyetje nga deputetët gjatë raportimit vjetor në seancën plenare të së hënës në Kuvend, ku shumica e tyre erdhën nga deputetë opozitarë.
Në pyetjet e tyre deputetë të opozitës aluduan për ndikim politik ndaj punës së SPAK duke i kërkuar Dumanit arsye pse nuk hetohen njerëz me pushtet, si kryeministri Edi Rama e kryebashkiaku i Tiranës Erjon Veliaj për aferat e mëdha korruptive, si ajo inceneratorëve.
Në shumicën e pyetjeve për çështje konkrete në hetim kreu i SPAK nuk pranoi të jepte përgjigje me mbrojtjen e sekretit hetimor dhe kërkoi nga deputetët të kuptonin se puna e prokurorëve është e vështirë dhe vepra e korrupsionit ishte e vështirë për t’u provuar.
“Hetimi është i vështirë te çështjet e natyrës korruptive ose krimet në detyrë sepse është një krim intelektual dhe intelektuali para se të kryejë krimin mendon si të fshehë gjurmët”, tha ai, duke shtuar se kjo vlente dhe për krimin e organizuar, i cili sipas tij “është ndër më të rrezikshmit”.
Kryetari i grupit parlamentar të PD-së, Gazment Bardhi, aludoi se kryeministri kishte ndërhyrë për çështjen “Xibraka”, aludim që u hodh poshtë nga kreu i SPAK.
“Marrëdhëniet e mia me kryeministrin dhe gjithë Kuvendin janë vetëm institucionale e proceduriale. Nuk marr e nuk përcjell asnjë mesazh”, u përgjigj Dumani, përgjigje të cilën e ripërsëriti në mënyra të ndryshme sa herë mori aludime për ndikimin politik mbi punën e strukturës që drejton.
Ndërsa pyetjes së deputetit Agron Shehaj se ‘cila ishte vija e kuqe’ për SPAK duke iu referuar përfshirjes së Ramës apo Veliaj në aferat ku po hetohen bashkëpunëtorët e afërt të tyre, Dumani u përgjigj se e vetmja vijë e kuqe ishin “provat dhe ligji”.
Dumani pranoi se hetimi paraprak vijonte për inceneratorin e Tiranës, për fondet e IPARD, për konçensionet në shëndetësi, etj.
Duke iu referuar raportit për mungesën e denoncimeve nga institucionet publike, Dumani theksoi se puna e SPAK-ut nuk mund të shihej e veçuar dhe se në luftën kundër korrupsionit kishin rol të gjitha institucionet apo agjencitë e tjera të ngritura për këtë qëllim.
Ai po ashtu foli për agjenci shtetërore dhe institucione private që nuk ishin bashkëpunues me Prokurorinë e Posaçme, kryesisht në parandalimin e pastrimit të parave.
“Jemi të qartë se ku ka vend për të ndërhyrë ndoshta në ligjin e parandalimit të pastrimit të parave”, tha ai duke iu referuar disa sektorëve, që sipas tij, nuk plotësojnë detyrimin ligjor për raportim.
Kreu i SPAK tregoi shenja nervozizmi kur një listë e gjatë pyetjesh përzierë me komente politike nga deputetët Elda Hoti, Flamur Noka, Tritan Shehu, Edi Paloka, etj., kërkuan prej tij të mbajë përgjegjësi për pritshmërinë e publikut për drejtësi ndaj dosjeve të rëndësishme, si ajo e hetimit ndaj liderit politik të opozitës, Sali Berisha, apo për ‘dekonspirim’ të një operacioni të fundit për dosjen e inceneratorit të Tiranës.
“A mendoni ju se Erjon Veliaj dëmton provat për një sërë çështjesh si inceneratorët, dosja 5D apo të tjera, apo implikimin e vëllait të tij në këto afera?”, pyeti ndër të tjera Noka, në dhjetëra pyetje që kërkonin llogari nga SPAK sepse nuk ndërmerreshin veprime të ndryshme proceduriale hetimore për disa çështje.
Deputeti Shehu kërkoi të dinte se ku bazohej mbajtja në izolim e Berishës duke aluduar se SPAK po cenonte të drejtat e tij, ndërsa deputeti Bujar Leskaj e akuzoi se ishte përgjegjës për “arrestimin politik” të kreut të opozitës.
“Çfarë do karriere të bësh në të ardhmen nuk do të kesh kurrë mbështetjen e demokratëve apo të opozitës”, e paralajmëroi ai Dumanin.
Dumani i cilësoi deklaratën e deputetëve të PD-së si akuza të rënda ndaj institucionit dhe ndaj tij si titullar.
“Prokurorët meritojnë respekt për punën e tyre dhe jo të përballeshin me akuza e fyerje, theksoi Dumani, duke shtuar se “puna e tyre nuk ndikohet nga presionet, shpifjet apo thashethemet”.
Edhe pse drejtuesja e seancës Ermonela Felaj u kujtoi deputetëve të opozitës që të bënin pyetje për raportin e punës së SPAK dhe të mos bënin “deklamime politike”, seanca vijoi në të njëjtën frymë.
Gjatë seancës Dumani u përball dhe me pyetje të çuditshme siç ishte ajo e deputetit socialist Denis Deliu që kërkoi të dinte nëse kishte hetim për “dizinformim dhe sabotim të turizmit nga shërbimet e huaja inteligjente”, për të cilën ai tha se “nuk kishte informacion”./Reporter.al
